NOTICE OF OPPORTUNITY TO SUBMIT A STATEMENT OF INTEREST
WARD 1 CITY COUNCIL VACANCY
The City of Carlisle is accepting statements of interest from qualified residents of Ward 1 who wish to be considered by the Carlisle City Council for appointment to fill the unexpired term of the vacant Ward 1 City Council position.
The appointment is for the remainder of the current term. The City Council will consider qualified interested residents and make any appointment by public action at a duly called City Council meeting.
Per Arkansas Code Annotated § 14-43-411 — Council Member Vacancy in Mayor-Council Form of Government states that:
For a city of the first class with a mayor-council form of government, a vacancy in the office of council member is filled by the City Council. For a city with a population of less than 20,000, the Council is to fill the vacancy at the first regular meeting after the vacancy occurs.
ELIGIBILITY
To be considered, an interested person must:
• Be a qualified elector of the City of Carlisle;
• Reside in Ward 1; and
• Have resided in Ward 1 at the time the vacancy occurred.

Applicants may be asked to verify eligibility and residency information before the City Council considers the appointment.
The City of Carlisle will provide interested qualified applicants a fair and equal opportunity to be considered. The City Council may receive statements and comments from interested candidates at a public meeting. Any final appointment will be made by the City Council in an open public meeting.

PUBLIC NOTICE: CITY OF CARLISLE PARK IMPROVEMENTS - MEETING DATE HAS BEEN MOVED TO THURSDAY, AUG 13TH
The City of Carlisle is applying to the Arkansas Department of Parks, Heritage and Tourism for a FUN Park Grant. We would like to invite residents to attend a public meeting on Thursday, August 13, 2026, 6pm at the Carlisle Civic Center. We hope you'll come provide comments to help identify potential outdoor park and recreational needs and priorities for City of Carlisle 2026-2027. Following the identification process, city officials will prioritize components of the application for final submission at the end of August. All persons, especially ethnic minorities, persons with disabilities, senior citizens, youth and special interest groups are invited and encouraged to participate.

Carlisle Welcomes New Chief of Police
Jerrell Smith was sworn in as Carlisle's new chief of police on June 16, 2026. Chief Smith brings 25 years of law enforcement experience and comes from a family with a proud history in law enforcement. He carries that legacy forward with a deep pride in his own commitment to public service. Throughout his career, he has served as a patrolman, deputy sheriff, narcotics investigator, drug task force agent, and chief of police. In these roles, Smith has cultivated valuable operational expertise and demonstrated excellent leadership skills. He looks forward to serving the town of Carlisle for a long time. Under his direction, the Carlisle Police Department will focus on building trust, ensuring safety, and leading with consistent professionalism, compassion, and integrity.



COMBATING LITTER ON OUR STATE HIGHWAYS
The Arkansas State Highway Commission announces plans for a joint effort between ARDOT, Arkansas State Police and the Keep Arkansas Beautiful Office to begin an awareness campaign that will focus on compliance with laws governing the secure transport of waste materials in vehicles. The goal is to keep the Natural State more natural by improving compliance. See the attached images.

As we prepare to celebrate our country's 250th Independence Day, we wanted to once again say thank you to all who supported and attended Carlisle's local celebration. The talent, food and fellowship were enjoyed by all. Thank you to Woodmen Life for the donation and for the presentation of the Betsy Ross commemorative flag. And a big thank you to local businesses and individuals who provided door prizes!! We are blessed with wonderful local talent and fine people who volunteer to help make an event like this so successful. Wishing everyone a happy and safe holiday weekend!!

The Mobile Home has been used for an office at the Carlisle Municipal Airport. The Carlisle Airport is taking sealed bids. All bids must be submitted before July 15, 2026 at 12:00 p.m. The Mobile Home can be viewed by appointment during normal business hours. Contact the-Airport Manager, Larry Pasley, at (870) 552-5225. The Airport Commission reserves the right to refuse any and all bids. The successful bidder must arrange to remove the Mobile Home within 10 days of bid being accepted.

On behalf of the City of Carlisle, I want to address a recent incident in which two banned‑breed dogs reportedly attacked a resident who was simply walking along the street. This unprovoked attack is deeply concerning, and our thoughts and prayers are with the person who was harmed and will heal quickly. The safety of our community is and will remain our top priority.
Carlisle’s Ordinance No. 294, adopted in 2011, amended Ordinance No. 260 to ban certain breeds of dogs within the city limits. Under Ordinance 294, it is unlawful to own or keep the following breeds in Carlisle:
- American Pit Bull Terrier
- Staffordshire Bull Terrier
- American Staffordshire Terrier
- Any dog whose sire or dam is one of these breeds
- Any dog that substantially conforms to these breeds as defined by major kennel clubs
- Any dog commonly referred to and identifiable as a “pit bull”
The ordinance outlines how a dog may be investigated and determined to be a banned breed, how owners are notified, and the process for appealing that determination to the Mayor and then to a court if desired. It also provides for impoundment and removal of banned‑breed dogs from within the city limits, and establishes fines for violations. In addition, the ordinance addresses liability when any animal attacks or behaves viciously toward a person, with increased penalties when someone is harmed.
The recent attack underscores why these regulations exist: to protect residents, visitors, and city employees from dangerous animal behavior and to ensure that owners are held accountable. The City of Carlisle will continue to enforce Ordinance 294 and all applicable animal control regulations. We ask all residents to review the ordinance, ensure compliance, and promptly report any suspected violations or dangerous animals to the Carlisle Police Department or Animal Control.

Keep Carlisle Beautiful This Summer
Summer is one of the best times of year in Carlisle. Families gather at the park, kids play on the equipment and splashpad, neighbors catch up, and our community comes alive. With all of this activity, it’s a great time to remember that keeping our park clean is something we can and should all be a part of.
When you visit the park, please be mindful of the items you bring along — food wrappers, drink containers, bags, and anything else you pack in. Our trash bins are there and ready to use, so please make sure everything finds its way into one before you head home.
We want to encourage everyone to go one step further! If you spot a piece of litter that isn’t yours, pick it up anyway. That simple act says a lot about who we are as a community. In a town like Carlisle, we look out for each other — and that includes looking out for the places we share.
Our city employees work hard five days a week to keep Carlisle running smoothly. They have daily responsibilities that keep their hands full, and just like the rest of us, they look forward to spending their evenings and weekends with their families. When we all pitch in to help keep our park and city clean, we lighten their load and allow them to focus on the work that keeps our community going.
If you’re proud to call Carlisle home, let's all show it. A clean city is a reflection of the people who live in it, and we believe our community is worth the extra effort.

City Wide Clean Up
The annual city-wide cleanup has been scheduled for Monday, May 18th through Thursday, May 21st. Pick up hours are 7am to 3pm. The color-coded map provided shows the areas and pickup dates.
There will be no limb or leaf service that week.
Guidelines for pickup:
• Do not place items out for pick up more than 1 day ahead of the scheduled day for your area.
• Place discarded items near the road at the edge of your property.
• Pick up will be provided only ONCE per residence.
• Items that CANNOT be picked up:
**** Appliances – these must be taken to Carlisle City Dump on Hwy 13 South
**** Liquids
**** Paints
**** Batteries
**** Lumber
**** Building materials
**** Tires
**** Any other hazardous materials
The weather has been perfect lately for getting outside and doing some yard work. We appreciate our residents that work hard to keep their property neat and free of clutter.
The City of Carlisle is committed to working for a cleaner environment. Two programs which help us keep Carlisle green are our leaf and limb pickup services. By providing these services, we eliminate the need for residents to burn these items, keeping our air cleaner and reducing the risk of fires.
LEAF PICKUP SERVICE
Public Works crews pick up leaves on a regular basis, with additional service provided during the fall months.
• Please do not mix limbs or other debris with the leaves
• Please rake their leaves into piles close to the street so that we can reach them with our leaf vacuum equipment.
LIMB PICKUP SERVICE
Public Works crews will pick up tree limbs, up to 6" in diameter, on a year-round basis as they have a crew available.
• To make it easier for our workers to handle, we ask that residents pile their limbs next to the street with the cut ends facing out.
• Do not block driveways or impede roadway traffic.
• Unless limbs are very long, please do not cut them.
