During the regular September meeting of the Carlisle City Council, retired Carlisle Police Sgt. Farris McClain was sworn in as the newest member of the Council by Lonoke County Circuit Judge Ashley Parker. McClain will serve as the representative for Ward 2 Position 2, which was vacated by Jon Plafcan upon his appointment as Mayor.
